The Forum Fisheries Agency is seeking an energetic, self-motivated, and dynamic professional with the relevant credentials to become part of our Fisheries Operations Team.

The position of Observer Programme Manager offers a challenging and exciting opportunity to be part of a professional team providing services that promote, secure and protect FFA members’ rights at regional and international level.

The Observer Programme Manager role is to progressively develop and administer the Regional Observer Programme through strengthening and building capacity of FFA members’ national level Observer Programmes and the U.S. Treaty sub-regional Programme. Overall, the Regional Observer Programme aims to ensure collection of good quality data and timely analysis of relevant and appropriate information to ensure fishing vessels comply with scientific and MCS requirements and licensing conditions.

The Observer Programme Manager will report to the Director Fisheries Operations and will be responsible for up to eight staff members. The post will be based at the FFA Secretariat in Honiara, Solomon Islands.

The Key Result Areas are:

  1. Effective Management of the FFA Regional Observer Programme

  2. Appropriate Training and Capability Development for Observers

  3. Effective Administration of the observer section of the U.S. Multilateral Fishing Treaty

  4. Effectively lead the Unit in the development and implementation of Annual Work Programme and Budget.

  5. Effective Capacity Building and Strengthening members National Observer Programme Administration

The successful applicant will be expected to have an appropriate qualifications in a discipline relevant to fisheries observation and monitoring. And at least 5 years in fisheries observing and monitoring with proven experience in managing small work teams.

An attractive remuneration package at Band 12 of the FFA Salary Structure will be provided to the successful applicant. The minimum base salary plus allowances provide an annual pay package of around USD$90,000. The salary is tax free for nationals of most countries and there are additional allowances and benefits.
