Request for Proposals: Fisheries Monitoring, Control & Surveillance Consultants

Project: Fisheries Surveillance Aerial Patrol Study-Feasibility, Costs, and Benefits.

Background

The Pacific Islands Forum Fisheries Agency (FFA) is seeking proposals to undertake a feasibility and cost benefit study of the potential for fisheries surveillance involving aerial patrols to contribute to effective compliance outcomes in the tuna fisheries within the exclusive economic zones (EEZs) and territorial waters of its members.

Aim

The aim of the project is to present a report that can support future decissions by FFA members about the use of aerial patrols for fisheries surveillance by FFA members.

Project outputs

1. The key project output will be a project report that addresses the specified project activities.

2. The consultant will be required to attend a member forum within 12 months of the final report presentation to present the final report and to involved in discussions with delegates.

3. Outputs will be of a professional standard that can be presented to FFA officials

Planned outcome

1. The key project outcome will be the adoption of an optimal combination of aerial patrol activity in a cost effective manner in concert with other surveillance activities.
