Regional Observer Programme
AN INTRODUCTION TO THE FFA REGIONAL FISHERIES OBSERVER PROGRAMME
The FFA Regional Fisheries Observer Programme is designed to offer both policy guidance and technical support to the National Observer Programs (NOPs) of its member countries. This regional initiative is essential for effectively monitoring the activities of fishing vessels, thereby contributing to the sustainability of fisheries in the region.
As a crucial component of the Forum Fisheries Agency’s (FFA) Integrated Monitoring, Control, and Surveillance (MCS) Framework, observer monitoring serves as one of the primary tools for ensuring responsible fishing practices. The FFA Regional Observer Programme is dedicated to ensuring that fishery observers receive comprehensive training, are adequately equipped for their duties, and operate in a safe and protected environment while at sea.
Fisheries Observers play a vital role in fisheries management by acting as the eyes and ears for Pacific Islands regulatory authorities. They are tasked with collecting critical data on various aspects of fishing operations, including the quantities of catch, the composition of different fish species, and the fishing methods employed. This information is invaluable, as it directly informs management decisions aimed at preserving fish stocks and maintaining ecological balance.
In addition to gathering data, observers are responsible for monitoring compliance with established management measures. Their presence and oversight help ensure that fishing activities adhere to regulations meant to promote sustainability and protect marine environments. Through their diligent work, observers contribute significantly to the overall efficacy of fisheries management and conservation efforts.
THE ROLE OF FFA’S REGIONAL FISHERIES OBSERVER PROGRAMME
The key roles of the FFA Regional Fisheries Observer Programme include:
- Setting and Maintaining Observer Standards: Ensuring consistent observer standards across the Pacific through the Pacific Islands Regional Fisheries Observer (PIRFO) framework.
- Implementing New Data Collection Technologies: Integrating new data collection methods and protocols via forums such as the Data Collection Committee (DCC).
- Coordinating Regional and National Training: Organizing and delivering regional observer training, as well as country-specific programs to support National Observer Programs (NOPs).
- Regional Support for Cost Recovery: Coordinating regional assistance for NOPs through the Regional Observer Cost Recovery initiative.
- Establishing the Observer Compensation Scheme: Creating and implementing a compensation scheme for observers.
- Implementing Livelihood and Safety Recommendations: Acting on the recommendations from the observer livelihood and safety study.
- Hosting the Regional Observers Coordinators Workshop: Organizing the annual workshop for Regional Observer Coordinators.
- Supporting Members at WCPFC Meetings: Assisting member countries with observer-related matters at Western and Central Pacific Fisheries Commission (WCPFC) meetings.
- Addressing Non-Compliance Issues: Supporting members in responding to non-compliance reports from observers through GEN-3 reporting.
- Facilitating Regional Funding Support: Coordinating and securing regional funding support for NOPs.
- Serving as a Regional Point of Contact: Acting as the main point of contact for national observer coordinators regarding observer operations.
