An Introduction to the FFA Regional Observer Programme
The FFA Regional Observer Programme exists to provide policy and technical support to Members National Observer Programs (NOPs). This regional service is critical to the monitoring of fishing vessel activities to ensure sustainable fisheries. Observer monitoring is one of the key MCS tools within the FFA Integrated MCS Framework. The FFA Regional Observer Programme plays a key role in ensuring observers are well-trained, adequately equipped and protected while doing their work. Observers are the eyes and ears of fisheries management authorities out at sea. They collect data on catch quantities, species composition and fishing methods, which are used to inform management decisions. Observers also observe and monitor compliance with management measures.
The role of FFA’s Regional Observer Programme
The key roles of the FFA Regional Observer programme includes:
- Setting and maintenance of observer standards through the Pacific Islands Regional Fisheries Observer (PIRFO) framework;
- Implementation and integration of new data collection technologies and protocols through forums such as the Data Collection Committee;
- Coordination and delivery of regional observer trainings and country specific training to support NOPs;
- Coordination of regional support to NOPs under the Regional Observer Cost Recovery;
- Establishment and implementation of the Observer Compensation Scheme;
- Implementation of the observer livelihood and safety study recommendations;
- Coordinating the annual Regional Observers Coordinators workshop;
- Support Members on observer related matters at the WCPFC meetings;
- Support Members response to non compliance issues reported by observers through GEN-3 reporting;
- Coordinate and facilitate regional funding support to NOPs; and
- Generally a regional point of contact for national observer coordinators regarding observer operations.
